Email issue whith 2 exchange accounts

I have a user who have 2 accounts set up in his outlook:
john@contoso.om
invoice@billing.com

When someone send a mail to both of these addresses, and he has a rule on the invoice@billing account, the mail wil only be delivered to this account. His rule is moving the mail from the inbox  to a subfolder on the invoice@billing account,  But in the other account, john@contoso, he does NOT receive the email.

Since these are 2 different accounts, should he not receive 1 copy of the email in both mailboxes?

The local exchange server is only acceptin email to the contoso domain, so his billing account is hosted on another separate exchange server.

After checking the setup the user did not have the second account set up on his Outlook profile, but it was a forwarding from a mailaddress. And the mailaddress was set up on a *nix based system without an actual account. So the mailsystem read it as 1 mail.
