Which OS? If you upgraded the machine to Windows 10 then any. wim based recovery partition for an older operating system will have been permanently disabled as part of the process and you'll need to restore from either a user created backup,or manufacturer's recovery DVD/image.

Or if the disk was replaced at some time, you would also have no recovery partition. Or if the recovery partition was deleted or got corruptions.

That's not correct, and where they are present and upgrades to Win10 have been done these become disabled, or may even be removed.

check in disk management if the factory restore partition exists
you can make them visible also :
