You must not be using Windows 10. Flash is built-in, cannot be removed, does not cause any issues and is a safe for most good websites. No bugs.
Nothing is safe when going to dodgy websites.

Question was properly answered. Flash is built into Windows 10 and not a risk if kept up to date.
At least once a month (and sometimes two or three times a month) -- every month -- another mandatory patch is released that addresses new serious security issues. This has been going on for over ten years.
Keeping Flash patched up to date does not mitigate the problem significantly, imo. If the most recent patch cured every last problem in Flash, that would be acceptable -- but it does not. Every month new problems are discovered and exploited, requiring yet more patches.
I strongly recommend installing Flash blockers in browsers, enabling Flash only when it is needed, and using only browsers such as Firefox which invalidate Flash when a new bug comes out. (The fact that Firefox developers felt is was necessary to add such a feature specifically for Flash demonstrates the significance of the problem.)
