i am reading about: If SQL Server can be started but not accessed
what's the mean?

.Check for network-related issues
this means to check things like firewall preventing access from another machine.  If working on the same server as the sql installation, then this is likely not a troubleshooting step you will need to do.

.Try to access SQL Server via the DAC
DAC means dedicated administrator connection.
