In American harness racing, the fractional times are always reported in the track program for each horse, but in Scandinavian harness racing these fractional times are only reported for the leading horse. <br />

So I was wondering if there is any software I could use that would be able to measure these fractional times in a harness race directly on the screen when I stream a video from an online account I am logged into? Or would it even be possible to create such a software (maybe not possible)?
