Using the S1 plan.  Ran out of the 25GB space.  Adding a partition provides another 15m docs and 25GB.
Is it entirely transparent?
- no loss of existing data whatsoever
- no change required on the tools populating the Service with API calls
- no change to end-users issuing queries

Resolved my own question.  None.  You can add a partition with no impact.
