Secondary DNS Server 2008 R2 not kicking in

My secondary DC is not taking over the role when the primary is down, it shows is AD as DC, DHCP replication also did not work. the secondary DC shows in both DNS records however the PC does not shows me the secondary DNS. what could i be missing. If i disconnect the primary DC phones system goes down, when i connect to the phone system web interface it has the DNS pointing to google.

Never mind got DNS to show, i had to restart the service, the dhcp replication when i did dcpromo in server 2008 r2 worked for the DNS but it did not bring DHCP over to create a fail over server, AD came on board. that is a plus
