2008 R2 Radius Server for wireless authentication

With the help of EE I have set up a win 2008R2 server with the AD DS, AD CS, and NPS roles to use with Radius for wireless authentication and access. The idea was to use certificates for wireless access because management did not want just password authentication. The problem is that we have many laptops deployed throughout the agency in many different locations that authenticate locally because there is no DC available and due to the lack of wired LAN access at these locations they can only use wireless access. How can my laptop users get a certificate to begin with? This being the case what is the next best thing I can configure for secure wireless access?
