With the built in Windows disk manager you cannot extend the c: partition unless the free space is directly adjacent to it in the display you screen shotted. You can use a tool like this to make the change.

this tool works in windows server 2008 R2 SP1 ??
Actually you can use this server version to do it. You will need to install the trial version but for just one instance that should be workable.
