Portable WiFi hotspot through ATT phone

I've been using my Surface Pro 4 to connect to my cell phone's internet connection for quite some time now and it's been working like a charm.  My phone is a Nexus 6 Android version 6.0.1 and is up-to-date as of Oct 5, 2016.

My computer now sees the connection and says Secured, but when clicking to connect and always stay connected, it returns the message "Can't connect to this network".  I can't tell where the problem is.

I have verified that I can access the internet on my phone, and I've turned portable wifi on/off on the phone, and restarted the computer.  

Neither seems to have worked.  What should I do now?

Great solution.  Just turning the phone on and off did the trick.  I had figured that it was enough to just turn the phone's wifi on/off but apparently not.  Thanks for the suggestion.
I've had the same thing happen with an iPhone. Glad you got it fixed!
