Conditional Page Breaks Based On Grouping

Good morning,

I have a report that that has three groups;

The first group - "Annual Quarter" has a dashboard of quarterly totals
This is followed by each a second group - "Team Member" (names and their respective quarterly totals)
The third group is "Team Member Financials"

Goal; separate the report by Quarter so that each team member can have their own copy of their own Quarter performance (Group two, Team Member) but since the first group with the dashboard of the overall quarterly performance has only 3 lines, I'd like to have the first Team member's statistics (group 2) included with group one and then start to separate by Team Member.

What I've tried;
New Page Before makes the group 1 statistics look odd on it's own page with only 3 lines of data.
Conditional statement for group two to insert a blank page on the next record, works perfect for the first quarter but then in quarter 2/3/4 were back to the same issue with the quarterly statistics straggling on their own page.
