GPO - Prevent user group from saving files locally C;

I need to prevent/force a usergroup from saving to the C:
The usergroup will be able to save to an alternate location, however that option hasn't been provisioned as of yet.
My assumption is block save to C: and create folder redirection to X or something along those lines
Help is much appreciated,

Is removing administrator rights an option? This would be preferred solution

@Mcknife-- Please tel me more, I thought that might be the case. How about limiting to the user's profile? Can you point me in the right direction GPME? TIA

@Shaun   The Group wont have domain admin rights, Highly doubt they will have local but that is outside the scope of my responsibilities. I am just a small cog in this project.
If they do not have local administrator rights, they won't be able to write to the root of drive etc., only to their profile and allowed locations
seaweed27, Is it a local profile? There is no way to disallow write to the own profile folder or you will not even be able to logon.
