6 requires background scanning for improved accuracy

http://www.androidbeat.com/2015/10/option-disable-background-wi-fi-bluetooth-location-scanning-have-moved-android-6-0-marshmallow/

disabling the background scanning of Wi-Fi and Bluetooth network should help disable those services.
this started days ago

Check the permissions for the apps you have installed days ago on whether you have given the app to control wifi and Bluetooth.

If you cannot remove the permission, remove such apps.

i did this with many apps inluding waze but can not find location and bluetooth
It is the Location permission which leads to auto enable of wifi and bluetooth. Just make sure waze is not running in background and you will be fine.

But, if you need to run Waze, do not expect that you can disable location if you are running Waze.
Did you require more assistance in this matter?
