ASUS Windows 10 all in one desktop turning off networking services & will not connect to Internet

Greetings wise wizards of EE:

I'm helping a friend with an ASUS all-in-one desktop that will not connect to the Internet, via wired or wireless. I soon discovered that in the Networking & Hardware portion of the Control Panel that the machine was not detecting any network hardware, though it was listed in the Device Manager.

I then turned my attention to the Services list, and discovered that many services were turned off, for unknown reasons. I tried manually turning on all services that had to do with networking, and suddenly the Ethernet and wireless adapter were detected in the Control Panel, but did not show up in the System Tray in the lower, right-hand corner of the screen. I still could not connect, even after I tried to install an external USB wireless adapter.

A few of the Services I could not turn on, instead receiving error messages, such as the "Network Location Awareness" service produced Error 1068: "The dependency service or group failed to start". I Googled which services to turn on first, but the error message persisted. Additionally, the "Network Connection Broker" service would not start, instead producing a message implying hardware failure: Error 31 "A device attached to the system is not functioning" - I received this message even when my external USB wireless adapter was removed.

I am most definitely at an impasse, as I am not certain if the overall issue is hardware related or software related. I looked for a hardware diagnostic in the list of ASUS applications, but found none.

Any insight would be most welcome indeed.

Did you update your Nic (Network Interface Card)

In my opinion, a repair should always be tried, first - we can still do a fresh install if the repair doesn't work.
i agree - but my experience tells me otherwise

Many thanks for your swift and helpful comments. I suspected a data backup and system recovery of a fresh install of Windows 10 would be the fastest/wisest course of action, but I wanted to hear it from the experts. This machine has a great many awful things happening, and cutting to the chase of a fresh install sounds like the best way to treat its many wounds.
