Hello, Dj 3094!
The setting you're looking for should be in GPEDIT.EXE under:
User Configuration > Administrative Templates > Windows Components > Internet Explorer > Prevent performance of First Run Customize settings
Change that to "Enabled" and select either "Go directly to "Welcome To IE" page" or "Go directly to home page" and you should be good to go!

Have you installed the latest administrative templates for Internet Explorer 11? You can download them from: https://www.microsoft.com/en-gb/download/details.aspx?id=40905
Then I would recommend that you have all your administrative templates in a central store as described in: https://support.microsoft.com/en-gb/kb/929841

I was able to do this without downloading additional templates.

Thanks,
Probably I have to download administrative templates. As IE setting are not in gpedit.
I looked in User Configuration > Administrative Templates > Windows Components > Internet Explorer, not there and also in regedit too.

I am looking at my vanilla Windows 7 Pro virtual machine and the template is there as described.
Is this Windows 7 Pro or Home? That may make a difference.
Try downloading templates as suggested above to see if that helps.

Pro and it is on virtual machine
My machine is a vanilla (no customizations) Windows 7 Pro 64-bit Virtual Machine (VMware Workstation) and the settings are there.
Can you run System File Checker (not convinced this will work but worth a try). Open cmd.exe with Run as Administrator and run SFC /SCANNOW. Allow to complete and restart.

But after deploying the windows image with MDT, there is IE in gpedit.msc. Probably I will look for registry key to disable that after deployment.
Something strange appears to have gone wrong in deployment.
GP Edit is basically a front end to the registry (it is not a different set of settings). There are several HEX type keys (to save registry space) under IE, and I do not see exactly the same setting, but I am sure it is in there.

None of this worked, but I created a new image with the settings in IE
User Configuration > Administrative Templates > Windows Components > Internet Explorer.
On the right side, find and double-click on “Prevent running First Run wizard”.
Set the value to “Enable”.
I found this on my machine using gpedit.
