convert publisher file to an outlook email template

I have everything the way I like it in this publisher file.  How can I turn this into an HTML template that I can send to other emails?  I am having issues with making that work from publisher so that I can convert it to outlook and send it.  Any ideas?

1. From MS Publisher, save your file as a Word Document (*.docx).
2. Open the resulting file in Word.
3. Select all content and copy it to the clipboard.
4. In Outlook, create a new message and paste from the clipboard.
5. Save this new message as an Outlook Template (File -> Save As).

Not sure if that will save all the formatting and style in Outlook.  There are pictures also.  how can I still do that
Try to. It has to save pretty good document.
As I suspected, it turned out bad and different...  any other ideas?
When did you get the bad document: when saving to docx Word or when pasting to Outlook?

Alexei, thank you for your help.  While it does send the document, it is still not in HTML.  The reason it needs to be in HTML is because then it will not just simply be an image.  Your process makes it an image which can be distorted and not be clear in some email clients.
