Can I run 2 BGP routers with the same AS number at the same time ?
There are usually multiple routers in an AS (Autonomous System).
Are you using BGP to connect to multiple ISPs ? or something else ?

Well I have today transit connection to an other ISP who is running Linux BGP router for me. But now I want to start peering trough Internet exchange point (rix.is).
I want to use Windows BGP but as I am not familiar well enough with BGP I will start by peering with one ISP with my Windows BGP and see if it works well. Then I will add more until all the ISP are peering with my Windows BGP trough the rix.is

I'm not sure that I'd recommend using Windows BGP for Internet peering at an IXP unless you had a lot of experience with BGP and Windows BGP.
I would tend to suggest either running a commercially supported "router" (Cisco, Juniper, Firebrick etc), or Quagga on your choice of open source OS http://www.nongnu.org/quagga/
The reason for the suggestion, is that I do not know of anyone else running Windows BGP in production.
