how to use laptop or pad camera in vb.net windows application

I have a windows inspection program and I need to take a picture with the built in camera and save to access database.  Are there dll functions that already do that.  Can someone get me started in the right direction.   Would like to do something like have a form button "Take Picture"  which accesses the built in camera, and takes a picture to be saved in a access database and viewed in a picture viewer control on the form.
