Clearing the ConflictAndDeleted Folder in DFSR
My DFSR Private folder is about 180 GB. I need to clean this folder without affecting production. This server is on my DR Site (Secondary). The primary is in the primary site (where all users made changes). I have been trying to follow this recommendation below, but no luck.

Conflicts and deleted folder resides under system volume information hidden system folder
You need to take this folder ownership in recurse mode, grant administrators full control on this folder and sub folders and then stop dfsr service and delete content of conflicts and deleted folder from there along with ConflictAndDeletedManifest .xml file
Then start DFSR service
If you face any errors of long file names then you can use subst built-in utility to delete files with long names

Simply install WinRAR on server and from WinRAR access system volume information\conflicts and deleted folder and delete from WinRAR itself

Is that a screen cap of the actual command you ran? Did you copy paste what I posted above or did you just retype it? I still think you have the wrong single quotes in the command.
So how did you shutdown DFSR? Did you restart DFSR? "No instance found" tends to mean DFSR is not online.
I tend to think now you are in a dirty shutdown situation. If you restart DFSR you most likely will see large delays in replication and if you check the backlog, it will only be building up and not replicating.
I would follow thru the process of recovering from a dirty shutdown.

I was able to do clean up the folder. I had to enter all commands manually in the command prompt. I was able to clean 148 GB of data. Thanks a lot for your help.
