Upgraded to Windows 10, now cannot watch DVD movies.

I had a PC with Windows 7 Home which I upgraded to Windows 10 Home. Now I can no longer watch DVD movies on it. It keeps saying "Error: Video could not be decoded." I never installed any DVD player software on that PC, I've always been using whatever default player came with it.
     Is there some setting I can change to be able to watch DVDs again or should I install some good player? If its the latter, what's a good one to get?

Use VLC Player for multimedia content. It is the best media media player around and supports practically all known codecs. Windows 10 doesn't come with a good built-in media player.

Open Microsoft store and install Windows 10 DVD player.

It's not included for default in Windows 10 but if you have legal version of Windows you can download this software for free.

Rindi: I downloaded and installed VLC, now I have a new problem. I insert the CD in the PC, the CD starts spinning (I know it does because the optical drive makes a constant humming sound) but no video plays. I've repeatedly waited up to 10 minutes and nothing happens, the CD player will just keep humming along.
     Tom: I clicked on that link, looks like its $14.99. How do I prove that I have the legal version of Windows?
     To the both of you: I'm seriously considering buying myself a really nice DVD player software. Do you know of any good ones?
I'm sorry. I though it's free but it seem like only for users who upgraded their Windows 7 or 8.1 to 10.
For fresh installation it's payed version.

But it this one will not work, then make sure your DVD device is working correctly with DVD disks
it looks like a faulty CD drive
can you test it on another system, to be sure it's ok?
alternatively, try playing a sound cd also - maybe it's only the DVD section that's bad
CD is different form DVD.
When you inserted a CD what type is it?
As it just spins it may not know what to do
An Audio CD a data CD this is not a video
Windows needs to know what is your default player for Video and audio
To change the default programs for files and protocols, you'll need to open the Settings menu and go to System > Default apps

When you upgraded  from windows 7 or 8 to windows 10 everything should have stayed the same only the OS changed.
Windows 10 is not multimedia designed but does have whatever you previously had.
And also with the update it has windows media player

Assuming you made a mistake and called it a "CD" in your last comment, and have followed Merete's suggestions, do you see a "Play" option when you Right-Click on the icon for your DVD drive in Windows File Explorer?

What happens when you insert the DVD, open VLC Player, and use the VLC Player "media" menu to "open disc"?
It is a DVD drive ("DVD Multi Recorder").
     Sometimes when I stick a DVD in it, Windows Explorer won't even see it (it doesn't show up anywhere under "This PC" on the left column - and yes, I did expand "My PC"). But Device Manager will see it and when I double-click it in Device Manger, it will say "This device is working properly." How can one of them see it but not the other?
     Even stranger is that Device Manager lists it as "ASUS DRW-24F1ST  a SCSI CdRom Device." This is SATA, why does Device Manager say its SCSI?
