Printer redirection on stand alone Windows 2012 R2 server
I have a stand alone Windows 2012 R2 server on AWS. I want my printer to redirect to the server and it does not work.
I have done this before with the RDP role install on a domain server (our local network) but in this case I'm the only person using the AWS server for testing one of our applications. I don't want to install the RDP role.
How can I get printer redirections work in this case?

Correct, it is a server not joined to the domain. I have Printers selected under local devices. But still does not work.
Have you ever had that printer correctly redirect before?
Sometimes the printer drivers installed don't do well with printer redirection via the RDP virtual channel.
Perhaps try a different version of the printer drivers, or switch the driver from PCL5/6/PS and see if you get different results?
I can't think of any big variables here, it should be pretty straight forward.
As far as AWS, I run tons of 2012 R2 servers, and don't have any issues with printer redirection, so I can confirm that AWS isn't a factor in this case.

The servers that you are running do you have the RDP role installed? Are they stand alone servers?

That said, on an out of the box configuration, printer redirection should work. Have you checked your RDP Client to make sure that Printer Redirection is enabled?
