Why does Windows 7 log me in with a temporary profile, on my first log in of the computer?

I have a Windows 7 Professional, 64 bit computer, (member of a domain), that I logged into for the first time.  Instead of creating a regular profile, it created a temporary profile as seen in the image below.

What can I do to have Windows 7 create a non-temporary profile?

More Background information:  The computer was already logged into by its regular user.  I clicked switch user, then logged on to the computer for the first time.  Could the problem with creating a temporary profile be caused by someone already logged in to the computer?

Is this domain admin account ?
If not, log off, and log in again using domain admin login.
Go to computer management, open Groups and add particular user do local administrator.
Log of and try log in again as affected user.

It is a domain account.  I am the domain Administrator.  My office manager is currently logged in to the computer.  I clicked switch user, and logged in with my domain credentials.

When I logged in (for the very 1st time to the office manager's computer), windows 7 gave me a temporary profile.
