Wireless HP printer connected to wireless router but only prints for one user profile

HP Envy 4520, new ink cartridges that work (already tested)
Windows 10 Home
Current drivers from HP's website
Computer + Router (AT&T) = wired connection
WIFI signal excellent (according to the printer)
Printer is plugged into another wall outlet and sits less than 10 feet from the router.

This particular printer model has problems. It, however, previously worked with a different router (Time Warner) and with Windows 7.

HP's Doctor program does not work; the Troubleshooter program for Windows 10 also does not work. Device Manager says that all drivers are up to date. No viruses (PC gets scanned daily).

Printer behavior:
User1 - pc/router/printer gets turned on; print job spools then prints successfully; printer goes into sleep mode; router forgets the printer is connected and a second print job cannot print (btw, the touch panel on the printer shows it is connected to the home wifi network)

User2 - print job spools then fails; HP printer program spits out an error to Fix or Cancel (fixing does nothing, still can't print)

I tried creating a guest user account and the print job also fails to spool.

Both User1 and User2 are setup as local admins on the machine; but when you look at the User settings in Windows 10, they are setup as 'standard' and the ability to set them as 'administrator' is grayed out.

I also tried printing through the hidden super admin account via command prompt as admin (net user administrator /active;yes), and the print job still failed.

Have tried printing PDF, Word, and text files in each of these scenarios. Frankly, an HP printer that gives you this much trouble is just a POS.

I also cannot setup the printer using a wireless laptop. The laptop (Acer AspireOne netbook) is wireless and is connected to the router Internet via wifi and can see the printer on the home network. The message the laptop gives me is that the printer closed the connection (timed out).

Also, on the printer, turning the Wireless mode on and off has no effect. And, I have already uninstalled and installed the HP driver software twice now. (don't ask)

Any suggestions?

Btw, I'll have to close this question if I can't find a resolution by Jan 2 since I won't have direct access to the printer/pc in question (not my system, if you haven't guessed).

From each user type this from CMD prompt.
Type Helloworld > printername. Let me know what happens.

@Dheeraj the Envy 4520 is a host-based printer. It does not understand ASCII text, and hence sending "Helloworld" to it will not produce any output.

If John's suggestion does not work, try installing the Basic Driver. That will not let you scan, but at least we can see if the printer part will work. The link is for Win10 64 bit. If I select 32 bit, the HP site points me to the same driver. Before installing it, first remove the driver as per John's suggestion.

Also, you need to fix a static ip address if you want to print it wirelessly.

Finally, HP printer for home users is only easy to setup if it is connected via USB and you should employ a specialist in printer and networking to do the wireless setup.

re @jackieman The HP's printer says it has a static IP address (hasn't changed at all in any of the times it's been installed, rebooted, re-installed, etc.). There isn't a USB printer-router cable to use.

Jackie means that setting up WiFi on many HP printers should be done while it is USB connected to a PC. However, as it's working for 1 user, the printer's WiFi setup must be correct - it's the user's setup that's likely to be the problem.

Have you tried the other suggestions?
Sorry for the slow update. I haven't tested John's or Dheeraj's suggestions. So many devices connected to the router here.. even the darn TVs. Only so many times I can shout, "Sorry that was me I just rebooted the router." :P
'Helloworld' is not recognized as an internal or external command, operable program or batch file.
Did John's suggestions. Did a sys scan from command prompt, uninstalled HP stuff. Shutdown/Boot. D/L full driver package (132 mb).

During printer setup of wireless network connection, it says that its unable to retrieve Wireless Network Name (SSID) nor the Wireless Password. When I put the printer's IP into a browser window, nothing comes up as it is unable to connect.

On the printer, I've already input the router's WiFi network name.

So, dead in the water still.
There is some thing wrong with the OS that (a) the printer works properly on one User Profile, (b) not on another User Profile and (c) not on a newly created User Profile.

The printer is OK.

So you need to do a Repair Install of the Operating System or a fresh install of Windows.
