logging buffered

if i enter "logging buffered" in the config, which level by default is being logged?

I'm not sure you can, you normally execute something like...

Router(config)#logging buffered informational

thats what I thought, so when an interface goes down (outside interface) let's say ISP issue, the only thing I will get is "node down" message right? Will I also get hardware issue errors?
and for logging level

The default logging level varies by platform but is generally 7. Level 7 means that messages at all levels (0-7) are logged to the buffer.
At level 7 you will get a LOT of info!!
Cisco default logging level depends on device.
Typically it is level 5 (notifications) or higher (up till 0) events (on some devices level 6 (informational) or higher).
You will get all related messages if severity is above level that is configured (5 up to 0   or    6 to 0) including hardware issues of those severities.
