Those pictures are part of Active Directory so, if you aren't syncing AD with O365, you won't see pictures. I'm not sure if SharePoint uses the AD pictures though.

Thanks Gilnov, but If I access the same O365 env from my laptop outside the my Company env it works fine and it doesn't work ok in my company env. So I wonder why does it behave differently<br />

When I open the SP ONline USer Profile from my Company I cant see the Pictures of users but It works fine when I open the same from the Public Laptop. Currently we are not operating under the Single Sign On but in both the case I am simultaneously logged in the Delve. So not sure why I cant download picture when I open from company and see a red small cross.<br />

Cant see photos in for user profiles in SP Online on o365
