How to resolve user quota error?

Dear EE experts,

We would like to ask for tech support on how to fix or resolve the error that we found from one user on his quota from our File-server shared folder...
Usually, we set 1GB for every user (except for some that needs more space), but there's this one user that we set his account for 1GB of space, but when we found out from his machine, his allowed space for our shared folder is UNLIMITED... But when we checked back to our file-server Quota Entries, it is 1GB for his account name... There is only 1 person with his name, when we checked our AD, no double name for his name, only one, his name. So we would like to ask on how to resolve this and how this error happen?

change quota type from soft quota to hard quota .

Actually, we're doing that for long time and this is the first time that we encounter with one (1) user account. The rest has no problem...
But we need to know how to fix or resolve this problem so that if this happens again next time, we know how to solve it...

So we'll do that syntax in CMD right?

I got one error: 'dirquota' is not recognized as an internal or external command, operable program or batch file.

I used the syntax in Drive C: or even in D:, but same error i got...
What server version do you have?  You show server 2008 in the topic area.  I just tested it on 2008 R2 - 2016.  It works on all but 2012 R2 and 2016.  I don't have access to a 2008 (pre R2) right now, but TechNet states it should work on 2008.   It does have to be run on the server not the client.
Windows Server 2008 R2 Standard.
Yup, I run it on the server side... :)
