unable to save new report from old one

I created a query and want to use a current report and save it as the report for the new query. The program allows me to rename the report and select the new query on the data tab. However, when I attempt to close the new report, it asks if I want to save it. Repeatedly saving it doesn't seem to save it. I don't see any prohibition about the limit on the number of reports.  Any thoughts?

Is this the only report with this behavior?
Can you reproduce it with a new report?

I tried a number of reports and got the same results. Its like I have hit a limit but I know that cant be the case.

 I have an order form that is set up exactly like I want it. I now have a new customer and want to use a current report from another customer that displays properly. I open the report of another customer in design view and do a "save as" for the new customer. No problem. I then change the properties of the report and get the data from the new query for the new customer. I can run the new report and even export it as a pdf to be included in a a saved export for later. But when I try to close the new report, it asks me to save. It keeps saying "calculating...." at the bottom of the program. If I close without saving, the report does not exist and when I try to use the saved export list, it cant find the report.

It seems like an issue with the "save as" feature.
This all started happening when we upgraded to 2016 version. I can't even change the size of a dialog box now and save it. The same thing happens. It wont save the changes.
I can't seem to change anything on any report and save it!

Is the problem with your database or your computer?
