Issues with character length when naming a Windows folder

Hey guys,

I've got a weird issue. 23 years in IT and I have never seen this before. I have a user who called in about being unable to rename a folder he created in Windows. Weird thing is, after researching, I found that this is not (necessarily) the case. He is able to rename the folder, as long as the name does not exceed 8 characters. Per best practices, the permissions to the folder are set by groups. This user is in the same group as several others who are not experiencing the issue. I have checked to ensure there are no conflicting permissions, etc. - however, the problem persists. Anyone have any thoughts? Thanks in advance, all!

What's the scope of where this happens?  Is it a single folder?  Or a whole drive?  Or all drives on a system?  Is it on a local drive / folder, or one on a share?  Does the same behavior happen for files in the same area?  Is this only n a rename or also when creating a new folder / file?

It's domain-wide. No policies, nothing that would interfere with or cause this. I've checked and re-checked. That basically covers your first 6 questions. Re: the last questions, it's only a rename. Thanks!
What is the total path length?  I believe the max length starting with the drive letter is 254 characters.
Not long. The total length path is around 180 characters.
