In my opinion, there is no option to do this.
Exchange Server information store is a database file that can only be mounted in Exchange server.
If you going to restore information store from Windows Backup without granular recovery, there is no option to access single mailbox.

so i would have to set up an exchange 2003 server then do the restore?
Yes, but you still not going to be able recover only one mailbox, and server must be setup in same domain it was integrated with on the day of backup. Without domain you not going to be able run server and mount information store.
i believe it was a sbs2003 server so i was going to install that os and see if i can do the restore. i would have to restore the entire store then export the mailbox i am looking for. does that sound workable?
Yes, but you need to recreate whole environment with same password for Domain Admin to be able to run all Exchange services.
