I am facing this issue in my exchange mail queue. here is the description below.

Probably, the email server for domain doesn't exist. Since the itself domain exist, but there's no MX record, it will try to connect to that IP number. Since there's no mail server there, the connection just times out. And tries again (until try out count is finished). If there WAS a mail server, in probably wouldn't be in the queue, since the destination mail server would tell your mail server some error code and the email would then removed from the queue.

How to block these type of spammer? How we get rid from this type of things in our exchange servers.
I'm guessing you didn't send that email then? That means it's probably an NDR (non deliverable report). You either don't send these out at all (some people who made honest mistakes emailing you, won't know it though), or you have to have a spam filter in front of the mail server (could also be UTM device). Since there's no solution that captures spam 100%, these will still happen from time to time (just not in the current volume).
