Get error message when running "Universal C Runtime" in Win8

Hi "Universal C Runtime " is needed to install in Win8 due to installation of an application. But i got an error message during the installation. Please see the attached picture. Anyone can give some suggestions? Thank you

What are you trying to install that Auto Updates will not install?

It looks like a prerequisite is missing and so you should have installed something first.

@McKnife, you are right. Thank you. "windows update" was not enabled in my pc. After I enabled it, I can install "Universal C Runtime". However my final purpose is to install "gns high version" in my pc. Why i still get the same message which means "Universal C Runtime" is needed to install when i am installing "gns high version" ? The error message is same as attached picture in the above post
Very confusing. But the update service is running now? What you are trying to install is no .msu file, is it?

The initial problem was solved by my comment. A follow-up problem appeared, but feedback stopped.
