Oracle Listener Not Starting
Hi
last year, I installed oracle 12c on my laptop
it was working well
then I didn't use oracle and disabled oracle services in order to increase my laptop performance
then I installed Toad in order to connect to the database server of the company
but Toad does not find oracle home
they installed oracle home
and Toad works
Now, I go again to services to re_start it
all oracle services restarted except the listener
it sent me this message
windows 10, 64 bit

Possibly you have started 'cmd' as ordinary user.
With right mouse button start it as 'Administrator'
With right mouse button start it as 'Administrator'
There are indications that the OS user you use is not owner of the Oracle software.
So either look for this user or start the Listener as Administrator.
