I've always had the best luck with VLC, which is a free, open-source, cross-platform viewer.

The windows download link is below. You may have to play around in the settings to bring the resolution down a bit. If you're running XP, you may have an antiquated video card that will have trouble with a 4K video.

Be sure you have enough hard drive storage space, if case you're running a large static paging file

Cheers
Try http://www.virtualdub.org/ that can do converting to a lower-res format.
I took a very quick look in eBay and saw a Lenovo desktop with Windows 7 for $150. You could probably get below $100 if you search enough.

Is that out of reach?

Older XP machines just do not have the horsepower to do what you want. Worse, they could die at any point. I just had an XP box die in a volunteer client of mine.
