Looking for open port with Telnet
I've used Telnet to check for open ports. My question is does a service have to be listening and responding in order for telnet to connect? Ideally I'm trying to find a way to just see if a port is open.
I have a 3rd party vendor with equipment that they are trying to reach from the outside. They are pointing the finger at me saying there is a problem with the firewall. I think their equipment is not listening.
Can telnet discern whether a port is open vs. a port that is open with something listening? If not, any other way to tell?
