Wants to Upgrade fro Vista to Windows 10

I have a senior citizen from church who wants to upgrade to windows 10 from Vista.  Is there any place she can get a download of Windows 10 without a fee.  Her system specs say her pc can handle 10

I believe that the upgrade was only from Windows 7 or 8, though.  That could be an issue here.
I don't know if the policy is still active but I'd give it a shot.  I'm assuming, of course, that the user does actually use at least one of the Assistive Technologies (screen magnifier, etc.).

Sadly, you can’t upgrade directly from Windows Vista to Windows 10: Microsoft only supports upgrades from Windows 7, Windows 8 and Windows 8.1. Vista was the current version of Windows from January 2007 until July 2009, so any surviving Vista PCs are presumably more than seven years old. If they are laptops, they are probably due for replacement. Even if they are desktops, they may not be worth the upgrade cost.

The problem is that Microsoft’s offer of a free upgrade to Windows 10 expired after one year, on 29 July. Vista users may now have to pay for two operating system upgrades: one to Windows 7 and one to Windows 10. Worse, you don’t know if the second upgrade will work. You can test your Vista PC with the Windows 7 Upgrade Advisor, but you have to upgrade before you can test Windows 10 compatibility. Even if your PC is nominally compatible with Windows 10, the upgrade may still fail due to a lack of software drivers.
It is better to buy a new computer which is bundled with Windows 10 instead of doing an upgrade for two reasons.

First, Windows 10 demands better display device and it is unlikely that the old pc has a display device which is fully compatabile with Windows 10.

Second, there is no free upgrade path and you need to do a clean install which will remove all installed applications in the old pc.

From Vista, no. You first have to upgrade to Windows 7, and then to 10. As you need a valid License to upgrade to 7 you might as well buy a Windows 10 License and just do a clean install.
To address the question, the system in question is likely 8-10 years old. The Windows 10 check might be minimally met.

As.  Some pointed, getting a replacement system with Windows 10 might be.., including a used 3/4 year old system... Which could be in the price range of the 10 oS...
in order to give specific answers - we need a bit more data - what model pc is this?
if it is a self build - motherboard model and installed ram  will help
