Win7 suddenly all USB Flash Drives get Code 10 - Windows Could not start the device

I'm running Windows 7 Pro at latest level on two computers.  One is a Dell Optiplex 9010 I5 with 32 GB of memory.  Suddenly I couldn't use any USB flash drives.  Printers work and so does a Logitech keyboard/mouse.  But any Flash Drives get a code 10  - could not start device.  I cloned the C drive, a Samsung EVO 850 SSD to another Samsung EVO SSD and installed that in a Dell Optiplex XE2, updated all the drivers and the same thing happens.  I've put in a half dozen different flash drives, different models from different manufacturers and I can't use any of them.  I put them in other computers and they work.  So it's not the hardware.  I think it must be some registry entry screwed up.
I tried the Windows USB troubleshooter.  That didn't fix it.

Hi nobus, long time since I've talked with you.  I think it was logitech unifying receiver software.  I uninstalled that and next reboot all my flash drives came back.
