I wouldn't trust any such free offers. In my point of view, you only have two options. The first is to look at your ISP, some of them may include limited SMS. If your ISP doesn't have such an offer, your other option would be to get a smart phone and setup whatsapp on it. Once you have a Whatsapp account, you can visit the whatsapp site on your PC and setup whatsapp for your PC. You then need to verify this on your smartphone, and when done, you can use your Whatsapp messenger on the PC as well.
