VPS for routing recomendations

so i have a location that wants to offer services and they are running dual isp's these services are accessed via IPv4 static addresses.
assuming their primary isp gives them the ip of 21x.22x.9x.17x
and their 2nd isp gives them an ip of 9y.3y.5y.12y

they want to be able to give their customers a 3rd ip zz.zz.zz.zz
this ip could go through "keep your ip" or any number of other services, if they would ever call em back.
so zz.zz.zz.zz will route (forward) traffic to 21x.22x.9x.17x unless no path is available.
if no path is available zz.zz.zz.zz will route (forward) traffic to 9y.3y.5y.12y...
if they add additional isp's they would simply add them to the failover list like above.

the company who will be hosting the vps allows for
CentOS 6 (64 Bit)
CentOS 7 (64 Bit)
Ubuntu 14.04 (64 Bit)
Ubuntu 16.04 (64 Bit)
Debian 8 (64 Bit)
Fedora 24 (64 Bit)

any recomendations on how to set up the aforementioned routing, and what OS to go with

You dont need zz load balancer
You can easily manage with DNS RR between x and y

Would that simply be a dns forwarder, If so, how would i enter that with my hosting company?
