DHCP lease duration / Migration

Hi

One of our customer is going to migrate a DHCP Server next Friday, so we have still some time.
One of my senior technician is telling that they have forgot and need to minimize the DHCP lease duration from 8 before the migration.
An other is telling that this is not needed because if all computers are shutdown during the migration, the clients should get a IP from the new server. The customers client policy is to shutdown the clients every day.

My questions:
1) Which statement is true? (The old DHCP Server is a 2003 and the new one is a 2012 R2, Clients are Windows 7 Pro)
2) If they have to reduce the DHCP lease duration, what time is recommended for Monday after the migration?

- Now it is set to 8 days.

Is the old server still going to be available to respond with negative acknowledgments after the move?
- No the server will be removed.
