In your case Watson report was generated as a side effect of some actions happened in OWA.<br />
so please check your OWA functionality , you can also run Test-OWAConnectivity against your OWA URL.<br />
Normally Watson report wont cause any severe impact. Its better to upgrade your Exchange environment.<br />
