default domain policy exemptions

is there any way to prove whether any users/computers have been made exempt from the default domain policy GPO in a domain? I am guessing there must be ways to make a device exempt, e.g. deny the policy - but unsure how to do it or the best way to do so, e.g. powershell cmdlet?
