CSS to create a button that has inward arrows at both ends

Hi guys

Looking for a little assistance here as I'm looking to create a button style CSS (it's being used with a hyperlink technically) but I'm looking for it to have inward triangles at both ends and I can't seem to get this right.

Here is what I'm basically trying to achieve:

• The colour of the button should be transparent (when not active);
• I need a border around the button of about 2 pixels (white) - this includes the inward triangles;
• The colour of the border should be #073e61 when the mouse hovers over it
