ESXi VM of Server 2003 Saving Slow.

On an ESXi server running 4 VM's, one of the VM's is saving slow. It takes about 5-10 seconds to save a file. The server OS is 2003. There are no disk errors, only errors present are errors of hanging applications. I increased the memory allotted and it had no effect. The CPU and Memory are both under 50%

I've restarted a few times, no help.

Everything was running fine up until 2 weeks ago

As far as the vCPU's I'm not sure until i get onsite today, but im positive i put more than enough on it.

I recognized a similar problem because there was a Intel E1000 used as virtual NIC.
Changing the VM to a VMXNET3 NIC solved the problem.
Decided to upgrade from 2003 to 2012R2. :) Thank you for the help!
Thanks Andrew
