Software an Azure AD account to a mailbox.

I have a Office 365 user which his account is constantly being locked.  I have tried so many things but not able to find out why his account is locked.  

We have a AD Connect server which sync on prem user attributes to the cloud.  

Question, if I remove his on prem AD account, let it sync to delete his account in the cloud.  Then I create a new AD account for this user, sync it to the cloud.  How do I soft match the new account to his previous mailbox in the cloud?

Please advise.
