iPhone 5s not receiving phone calls or texts until minutes or hours later

I just bought a new iPhone 5S about five months ago from the Apple Store. Recently when random people send text messages or make phone calls I do not receive them sometimes 10 or 20 minutes late or even hours later.  So far it's been validated that this happens even from iPhone to iPhone calls or text messages.  

So far the troubleshooting I've done is to do numerous cold  boots and I have reset the network settings on the phone as well.

Problem still persists.

AT&T is the carrier.

Does anyone know how to fix this problem, as I have another phone iPhone 6 Plus and I don't have this problem.

Thanks everyone.  So this doesn't happen every day, it's kind of random, that's what makes it hard.
Does the problem seem to be exacerbated when you are or are not connected to Wi-Fi?
Are you in a remote area or are there full bars on your cell service?

I just learned that the user also had an iPad mini, and was also receiving texts/calls on there. Sometimes, messages come to iPad but not the phone and vice versa.
For testing purposes, I've asked the user to log out of the iPad and not use it, to only use the phone.

Regarding the texts not received yesterday, she was in a store and only had 1 bar.  Perhaps that explains the situation for yesterday.

There's been times when she had full bars and still not getting calls/texts.  

It's happened on wifi as well. At home, the wifi strength is between 2 to 3 bars, so never 1 bar.
Is there a difference between messages / calls received or sent from other providers?

For example, I use Verizon and I message my wife on Verizon, its 99.9% instantaneous.  If I message my Dad and he has AT&T the message goes through 99.9% of the time.

However, if I have 1 bar and try messaging my Dad, the message delays being sent, and sometimes notifies me of failure.  This is extremely true if I am sending any sort of attachment.  Failure of the message sent happens more than 50% of the time in my experience.  It is also a huge factor if the person you're messaging or calling is not an iPhone user too.  I've experienced this plenty of times with friends/family who are using Samsung devices/Android, etc.

In the case of messaging my wife, I also have enabled iMessage, because we both have iPhones.  iMessage is most effective when cellular service is unreliable or spotty.  When I'm on Wi-Fi at home, and text my wife, the message goes through my Wi-Fi, because I know cell service is spotty at my house.
To enable iMessage go to Settings

(PS this saves a ton on text messaging and data because Wi-Fi is used!)
You will also see other options in this area that should be examined to see if performance can be increased.

There's a lot that has to be going on with your customer, and I bet it starts with reception availability and if the people she's messaging or calling are on different providers.  Providers play nice, but they don't always play nicely with each other, especially if reception is a factor.  There is no 'fix' for this except to get everyone on one provider, heh. :)

If all else fails, then take this thing back and get a newer phone.  iPhone 5 is very outdated per Apple's standards.  Eventually the latest iOS versions will be unsupported (Apple does this intentionally) and the iPhone 5 user is hosed, for lack of a better word.
