Server 2008 to 2016 Essentials migration problem

I have a client who has a Server 2008 network and has purchased a new server on which I've installed Server 2016 Essentials.  I want to be able to do a typical migration where the new server is added to the existing domain and then is promoted to take over as the only server.

I have configured two test boxes to make sure that I have the procedure down correctly.  I'm getting stuck fairly early in the process and would like some help.

I set up the 2008 box as a DC and configured DNS and DHCP on it.  Nothing unusual there.

I installed Essentials on the second box and cancelled the configuration program.  I configured IPv4 with a static address and pointed to the 2008 server for DNS.  I used Control Panel, System to join it to the domain on the other server.  This all went as expected.

I rebooted and the Essentials configuration comes back as expected.  It recognizes that I already joined it to the domain as indicated by the message: "This server has been set up to a domain member.  Click Configure to set up Windows Server Essentials on the domain member".

The problem comes when I click on Configure.  It starts to configure and then very quickly comes up with an error screen: "Configuration encountered some issues.  Please restart the server and then run configuration again".  I am not seeing anything of interest in the Event Logs, but I did find this in SetupCmdlets.log: "Failed to open ADTestHook registry key".  I've not been able to find much of value on that error message.  I searched the registry for "ADTestHook" and it didn't find anything.

I don't know if it is relevant, but neither server has been activated but they are still within the period before activation should be necessary.

Any assistance with how I should proceed would be greatly appreciated.

Install the ADDS role and configure essentials as a replica DC before resuming the wizard.

The Dashboard that I'd usually use to add the ADDS role won't load until the wizard completes.
Essentials dashboard won't. But wibdiws server manager should. Or PowerShell.
I installed the role with the PowerShell command:
Install-windowsfeature -name AD-Domain-Services

and ran the wizard again.

It took longer (30 seconds or so) but still failed with the same error message and same error in the log.

You were correct.  I was able to run the Server Manager and promote it.  After that the configuration wizard was able to complete successfully.
