Import Updated Contact list on Active Directory

We are running AD in a Win2012R2. We have an OU where we keep all  contacts. I have an excel sheet xlsx that contains the following columns: Department, Description, Display Name, Emails address, First Name, Job Tittle, Last Name, and Telephone Number.
This excel sheet contains updated information for some contacts, New contacts to be added, and current contact that information has not changed.  My question is:
what is the easy way to import this excel sheet into my AD that will updates contact info, create new contacts, and leave as it is some contact information that has not changed.
I have no issue deleting the OU contacts and simple add the new spread sheet.
Please advise what it easy. I appreciate any comments. In addition the list I have it is about 26,000 contacts. I do not want to kill my AD. Should I do it in part? (Please advise)

Contacts do not reside in your active directory they reside on the exchange server or your email client

LVL 21, I will review your comments and try it out as test. Thanks.
Script provided works as it has been used in my environment.
Please give me more time on this.
