MS Outlook 2010 Cannot Display Image or Red X

Hello.
I have several Outlook 2010 clients who are not able to see images in emails coming from Constant Contact. The message 'The image cannot be displayed, it may have been moved...' or just a Red X replaces the images. Embedded images from other sources are displaying correctly. Other email clients within the same network (Outlook 2013 and Outlook 2016, as well as broswer based) all display the images correctly. The trust center settings seem right. I have cleared the IE8 cache. Noone here uses IE as browser. All use Firefox or Chrome. Is there something else I can try?
Thank you.

Microsoft has a registry fix for this. See if the link below will help you.

I tried to run the fix and it says it does not apply to my version. Likely related to WinXP. I was able to manually edit the registry and correct those keys with the new IE8 temporary internet folder but still no luck with the email images. It is only related to Constant Contact emails. All others display correctly. If I double click the image red X in the email, the image will open.
Thanks again
Note that this dialog is accessible from a COMPOSE MESSAGE window, not the main Outlook window!

Outlook 2010, 2013, 2016

These steps work for Outlook 2010, Outlook 2013, and Outlook 2016 (including Outlook which is included in Office 365 subscriptions).

Click the New Email button or press Ctrl+N while viewing the Inbox.
Go to the new message's File, Options dialog.
Click Mail, then Editor Options
Select Advanced and look near the bottom of the dialog for the option to Show Picture Placeholders.
Uncheck the box to Show picture placeholders
Close the dialog then close the message.
After changing the settings, close the message. Do not sent it! This, like many other message settings (zoom, etc), will apply only to the current message if you send it. You need to close the message to change the global setting.
Thank you. The show picture placeholders option was already unchecked.
Go to IE, Internet options, advanced tab, towards the bottom of that list, make sure "Do not save encrypted pages to disk" is unchecked.
Thank you. Do not save encrypted pages to disk is not checked.
Let's try a registry fix... Depending of the version of Office you have 15.0 could be either 14, 13, 12 etc... Make sure the value is one. I supplied a link below with other fixes you could try.

HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook\Options\Mail
 DWORD: Send Pictures With Document
 Value: 1

https://www.slipstick.com/problems/red-xs-in-email/
Thank you. I have tried all of these with no luck. This problem is only happening on email from one sender at Constant Contact. It is happening on all users who have WinXP and Outlook 2010.
What is the email set at HTML or Rich Text?
I was thinking the sender was sending the email in plain text format.
The emails are viewed in HTML format. If we click the option to view as a webpage, the images appear fine.
Are they using HTML on their end?
Yes. All emails sent from Constant Contact are in HTML format
Are they attaching a picture or a web link to a picture?
Attaching a picture thru a drag and drop interface. We have also tried web link with mixed results.
Can they just a attach the pic as an attachment and not drag and drop.
It actually is an attachment. The images are uploaded into a library and added as attachments thru drag and drop to allow manipulations. Other email clients and browser based seem to have no trouble. Just Outlook 2010
Try right clicking the red X and see if you get an option to download the pictures.
Also check this if you haven't already. 2 things to try..

1.    In an open message that was sent from a particular email address or domain, right-click a blocked item.

2.    Do one of the following:

o    Click Add Sender to Safe Senders List.

o    Click Add the Domain @domain to Safe Senders List.

 OPTION2

1.    On the File tab, choose Options > Trust Center.

2.    Under Microsoft Outlook Trust Center, click Trust Center Settings.

3.    Clear the Don't download pictures automatically in HTML e-mail messages or RSS items check box.
Right click gets option to Copy or Save As Picture
The trust center settings were already in place. I added the junk mail options. I was not able to add by right clicking a blocked item in the email, but with the email open, I selected to Never Block Sender, Never Block Senders Domain, and Never Block This Group or Mailing List
Unfortunately none of these helped.
Was the cache cleared?
Open Outlook and create New Email.

·         Click on File< Options< Mail.

·         On the right hand side of the page click on Editor Options< Advanced< Display Email Content.

·         Uncheck the option Show Picture Placeholders and click Ok.

·         Close and open Outlook and check if Outlook works fine.
Close Outlook.

·         Click on Start< Run.

·         In the run window, type Regedit and click Ok.

·         In the registry editor window browse to the location mentioned below:

HKey_Current_User \Software\Microsoft\Office\14.0\Common\BlockHTTPImages

·         If BlockHTTPimages key is present, right click on it and change the value from 0 to 1 or vice-versa.

·         Also browse to the location mentioned below:

HKey_Current_User\Software\Microsoft\Office\14.0\Outlook\Security.

·         On the right hand side of the window there is a key by name OutlookSecureTempFolder.

·         Right click on OutlookSecureTempFolder key click on Modify.

·         Copy the complete location present under Value Data.

·         Click on Start< All Programs< Accessories< Run.

·         Paste the value into Run and delete all the pictures from that location.

·         Open Outlook and check if it works fine.
Cache in IE was cleared and location was moved and then moved back last week. Is there another cache to clear?
Show picture holders was unchecked.
I cleared out all the pictures, but left the cookies. Still can't see the images. We are running in exchange cached mode. Not sure if that makes any difference.
Try cleaning this folder out....   C:\Users\UserName\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.Outlook
I cleaned out the Content.Outlook folder and the images still do not appear.
Did you try a new Outlook Profile?
Or How about loading Outlook in safemode and see if that helps.
Safe mode did not work. New profile also did not resolve the problem.
Try this if you haven't already.

I did try it. It was one of the early suggestions in this case.

I have thought that. They say no, but haven't tested nearly as long and as many options as we have.
Thank you for your help.
