computer starts to reboot . . . see the dell logo . . . then "Press Ctrl+Alt+Del to restart" (cycle repeats itself). How can I fix this problem?

My laptop was working fine this morning.  Then I clicked shutdown.  A dialog box appeared and said other programs are running, do you want to force shutdown.  I said yes.  The system seemed to freeze, so I held down the power button, and the laptop shutdown.

When I powered on the laptop, I see a message about Intel Rapid Storage Technology, then i see the Dell logo, then i see "Press Ctrl+Alt+Del to restart".  The cycle repeats itself.

What could be the problem and how do I solve it?

On one of the restarts, press F8 (maybe a couple of times) to start in Safe Mode. Does it start in Safe Mode?

Find and install / reinstall the Intel RST driver.

See if anything else is amiss in Safe Mode.

It looks like, that because you did not allowed computer to properly shoot down, there is a problem with system files and/or registry
Try to run in Safe Mode like John suggested if it will run, try run disk repair. If this will not help try to find out if any Recovery Point is available for you to restore system from.

I was able to change the boot options and boot into diagnostic mode.  I am running the ePSA Pre-boot System Assessment.  So far, everything looks okay.  

will try booting into safe mode after diagnostics is completed.

Houston, we have a problem:

Diagnostic testing report:

Error Code 2000-0142
Validation 100768

Msg:  Hard Disk Drive 0 short self text unsuccessful.
So then you have a drive failure which is why the restart cycles. It cannot get by the hard drive error.

I will try safe mode, and see if I can run a chkdsk
CHKDSK will find the error but it will not fix a significant hardware error. It can isolate one or two bad blocks.

I would back up what you can of the disk and replace it. It will likely only get worse.

Can I remove the hard disk and connect it to another computer using the USB interface adapter, and backup documents?  This computer has never been backed up.

The computer actually belongs to a fellow employee.  He can't afford to lose his documents.
Yes, with the proviso that you probably cannot read the bad spots.
If that is actually true (truly most of the time it isn't) you need to send the drive to a local recovery facility. You are looking at between $500 and $1,000.
