Exchange powershell help

Hi, I have exchange 2013 on prem and I need a report on all users who have the Mail Retention policy set to blank or empty.

Can anyone assist with this powershell?  I'll need it in a CSV file.

The retention policy is under the Mailbox Features section of ECP.

this will return all the retention policies for whatever Identity you use.

Get-RetentionPolicy -Identity "<MailboxPolicyIdParameter>" | Format-List | Export-CSV "C:\Name.csv"

So what goes in the MailboxPolicyIDParameter field?  Mailbox Retention?
It would be whatever policy your looking at but honestly Todd's is the better solution.
